Abstract Vocational Education Group is the“structural platform”characterized by integrating production with teaching and cooperating school with enterprise； it is also an“aggregate function”with clear division of labor and complementary functions； as well as a“stakeholder organization” based on some common goals. Local governments （departments）， industry organizations， enterprises and vocational institutions are the fundamental member units of vocational education group， which have common and separate interests appeal. For vocational education group， it is suggested to closely link to the nature of vocational education group and the interest appeal of its member units， and constructs corresponding institutions of governance， build interest-driven mechanism based on interest demands， and explore the governance rights assignment mechanisms according to development trend.
