China’s Program for Constructing the Long-term Care Insurance

Abstract：As the sixth insurance，social long-term care insurance in China has finally started pilot. This is a system arrangement for the aging of the population to consider disability as a new social risk. The ongoing debate is over China’s long-term care insurance policy options. Furthermore，this paper deeply summarizes the international experience of the system from six aspects，evaluates comprehensively the first pilot area of long-term care insurance policies，and in line with the principle of learning and adaptation，constructs China’s program of long-term care insurance from 16 aspects，such as policy-making and responsibility-taking departments，the insured and beneficiary，insurance payment and benefits payment，application process and grade verification，service and supply system，fund management and settlement methods，integration of medical service and medicine and informationzation construction，risk control and qualioy supervision，etc.
