Abstract： The teacher-based moral education curriculum is one that provides service for the students' development. Its research and development is the necessity for the deepening of moral education curriculum reform and the teachers' professional development. Its research and development should originates from the textbooks， bases on the students， and depends on the resources， which requires a lot of hard work.
