Goodmorning.Earlierthisweek,thegovernmentofNorthKoreaproclaimedtotheworldthatithadconductedasuccefulnuclearweapotest.InreoetoNorthKorea’sprovocativeactio,AmericaisworkingwithourpartnersintheregionandintheUnitedNatioSecurityCounciltoeurethatthereareseriousrepercuiofortheNorthKoreanregime.

NorthKoreahasbeenpursuingnuclearweapoanddefyingitsinternationalcommitmentsforyears.In1993,NorthKoreaaouncedthatitwaswithdrawingfromtheNuclearNoroliferationTreaty.TheUnitedStatesnegotiatedwithNorthKoreaandreachedabilateralagreementin1994:NorthKoreacommittedtogivingupitspursuitofnuclearweapoinexchangeforhelpwithpeacefulnuclearpower.

AfterIcametooffice,wediscoveredthatNorthKoreahadbeenviolatingthisagreementforsometimebycontinuingworkonacovertnuclearweapoprogram.MyadministrationconfrontedtheNorthKorearegimewiththisevidencein20__,andtheNorthKoreasuequentlywalkedawayfromthe1994agreement.

SomyAdministration文秘站版权所有decidedtotakeanewaroach.Webroughttogetherothernatiointheregioninanefforttoresolvethesituationthroughmultilateraldiplomacy.Thelogicbehindthisaroachisclear:NorthKorea’sneighborshavethemostatstake,andtheyareNorthKorea’sprincipalsourcesoffood,energy,andtrade,soitmakesseetoenlistthemintheefforttogettheNorthKoreanregimetoenditsnuclearprogram.

ThisdiplomaticeffortwascalledtheSix-PartyTalks,andthesetalksincludedNorthandSouthKorea,China,Japan,RuiaandtheUnitedStates.InSeptemberoflastyear,thesediplomaticeffortsresultedinawide-rangingJointStatementthatofferedaresolutiontotheproblemandabetterlifefortheNorthKoreanpeople.InthisJointStatement,NorthKoreacommittedtoabandoningallnuclearweapoandexistingnuclearprograms.NorthKoreawasofferedtheproectofnormalizedrelatiowithJapanandtheUnitedStates,aswellaseconomiccooperationinenergy,trade,andinvestment.AndtheUnitedStatesaffirmedthatwehavenonuclearweapoontheKoreanPeniulaandnointentiontoattackorinvadeNorthKorea.

Unfortunately,NorthKoreafailedtoactonitscommitment.Andwithitsactiothisweek,theNorthKoreanregimehasonceagainbrokenitsword,provokedaninternationalcrisis,anddenieditspeopletheoortunityforabetterlife.Weareworkingforaresolutiontothiscrisis.Natioaroundtheworld,includingourpartnersintheSix-PartyTalks,agreeontheneedforastrongUnitedNatioSecurityCouncilresolutionthatwillrequireNorthKoreatodismantleitsnuclearprograms.ThisresolutionshouldalsoecifymeasurestopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.AnditshouldpreventfinancialtraactiooraettrafersthatwouldhelpNorthKoreadevelopitsnuclearormiilecapabilities.

Bypaingsucharesolution,wewillsendaclearmeagetotheNorthKoreanregimethatitsactiowillnotbetolerated.AndwewillgivethenatiowiththeclosesttiestoNorthKorea--ChinaandSouthKorea--aframeworktousetheirleveragetopreurePyongyangandpersuadeitsregimetochangecourse.

Aswepursueadiplomaticsolution,wearealsoreauringouralliesintheregionthatAmericaremaicommittedtotheirsecurity.WehavestrongdefeeallianceswithJapanandSouthKorea,andtheUnitedStateswillmeetthesecommitments.AndinreoetoNorthKorea’sprovocation,wewillseektoincreaseourdefeecooperationwithourallies,includingcooperationonballisticmiiledefeetoprotectagaitNorthKoreanaggreion,andcooperationtopreventNorthKoreafromimportingorexportingnuclearormiiletechnologies.
