Earlierthisweek,IhadcoffeewithRockeyVaccarellaintheWhiteHouse.RockeyisfromSaintBernardParishinLouisiana,andheandhisfamilylosteverythingtheyownedtoHurricaneKatrina.RockeydrovetoWashingtontothankthefederalgovernmentforitseffortstohelppeoplelikehim.AndhebroughtatraileralongtohelpremindusthatmanygoodpeoplealongourGulfCoastarestilllivingindifficultconditio,andthatthehardworkofrebuildinghasonlyjustbegun.
ThisTuesdaymarksthefirstaiversaryofKatrina--oneofthedeadliestandmostcostlynaturaldisastersinAmericanhistory.InMiiii,thestormwipedoutvirtuallyeverythingalongan80-milestretchofthecoast,flatteninghomesanddestroyingentirecommunities.InLouisiana,floodingleft80percentofthecityofNewOrleaunderwater.Thehumancostswereevenmoreterrible.Morethanathousandpeopledied,countlefamilieslosttheirhomesandlivelihoods,andteofthousandsofmen,women,andchildrenwereforcedtofleetheregionandleavebehindeverythingtheyknew.
Duringthestormandinthedaysthatfollowed,Americareondedwithheroismandcompaion.CoastGuardandotherpersoelrescuedpeoplestrandedinfloodedneighborhoodsandbroughtthemt文秘站版权所有ohighground.Doctorsandnursesstayedbehindtocarefortheirpatients,andsomeevenwentwithoutfoodsotheirpatientscouldeat.Manyofthefirst-reondersriskingtheirlivestohelpotherswerevictimsthemselves--woundedhealers,withaseeofdutygreaterthantheirownsuffering.Andacroourgreatland,thearmiesofcompaionralliedtobringfoodandwaterandhopetofellowcitizewhohadlosteverything.Intheseandcountleotherselfleacts,wesawtheiritofAmericaatitsbest.
Unfortunately,Katrinaalsorevealedthatfederal,state,andlocalgovernmentswereureparedtoreondtosuchanextraordinarydisaster.Andthefloodwatersexposedadeep-seatedpovertythathascutpeopleofffromtheoortunitiesofourcountry.SolastyearImadeasimplepledge:ThefederalgovernmentwouldlearntheleoofKatrina,wewoulddowhatittakes,andwewouldstayaslongasittakes,tohelpourbrothersandsistersbuildanewGulfCoastwhereeverycitizenfeelspartofthegreatpromiseofAmerica.
ThatwasthesamepledgeIrepeatedtoRockeyduringhisvisittotheWhiteHouse.Thispledgemeantstrongerleveesandrebuilthomesandnewinfrastructure.Italsomeasafestreetsandneighborhoodsfilledwithlocallyownedbusinees,andmoreoortunitiesforeveryone.
Nextweek,LauraandIwillreturntoMiiiiandNewOrleatomeetwithlocalcitizeandofficials,andreviewtheprogrewehavemade.Thefederalgovernmenthasconductedathoroughreviewofitsreoetonaturaldisasters,andwe’remakingreformsthatwillimproveourreoetofutureemergencies.WithhelpfromCongre,wehavecommitted$110billiontotherecoveryeffort,andweareplayingavitalroleinhelpingpeoplecleardebris,repairandrebuildtheirhomes,reopentheirbusineesandschools,andputtheirlivesbacktogether.
Thefederalgovernmentwillcontinuetodoitspart--yetare-bornGulfCoastmustreflecttheneeds,thevision,andtheairatioofthepeopleofMiiiiandLouisiana.Andtheirstateandlocalofficialshaveareoibilitytohelpsetprioritiesandmaketoughdecisio,sopeoplecanplantheirfutureswithconfidence.
Oneyearafterthestorms,theGulfCoastcontinuesdownthelongroadtorecovery.InMiiiiandLouisiana,wecanseemanyencouragingsigofrecoveryandrenewal,andmanyremindersthathardworkstillliesahead.Thisworkwillrequirethesustainedcommitmentofourgovernment,thegenerosityandcompaionoftheAmericanpeople,andthetalentandvisionofpeopledetermin文秘站版权所有edtorestoretheirhomes,neighborhoods,andcities.Wewillstayuntilthejobisdone,andbyworkingtogether,wewillhelpourfellowcitizealongtheGulfCoastwriteanewfutureofhope,justice,andoortunityforall.
