Goodmorning.Thisweek,myAdministrationmetakeyobjectiveinoureffortstobettersecureourNation’sborder.

OnThursday,IvisitedtheRioGrandeValleyBorderPatrolSectorinTexas.IsawfirsthandhowtheNationalGuardisworkingwithourBorderPatrolagentstoimprovebordersecurity.NationalGuardtrooarehelpingwithsurveillance,cotruction,andlogistics.They’rebuildingandrepairingfences,maintainingvehicles,andmaingdetectionequipmentontheborderandincommandcenters.

ThearrivalofNationalGuardunitshasallowedtheBorderPatroltomovemoreagentsintofront-linepositio,andthisadditionalmaowerisdeliveringresults.WiththesuortoftheNationalGuard,BorderPatrolagentshaveseizedover17,000poundsofillegaldrugsandcaughtmorethan2,500illegalimmigrantssinceJune15th.Justlastmonth,BorderPatrolagentsintheRioGrandeValleySectorconfiscatedmorethan4,200poundsofmarijuanahiddeninatractortrailer.AndthesuortoftheNationalGuardwasimportantinmakingthisseizurehaen.

Rationalandcompreheiveimmigrationreformmustbeginwithbordersecurity,andwehavemoretodo.SoI’veaskedCongretofunddramaticincreasesinmaowerandtechnologyfortheBorderPatrol.Wewilladd6,000newBorderPatrolagents.Wewillbuildhigh-techfencesinurbancorridorsandnewpatrolroadsandbarriersinruralareas.Andwewillemploymotionseors,infraredcameras,andunmaedaerialvehiclestopreventillegalcroings.Bydeploying21stcenturytechnologies,wewillmakeourBorderPatrolagentsevenmoreeffectiveandourbordermoresecure.

Yettobesucceful,compreheiveimmigrationreformmustalsoaccomplishfourothercriticalgoals.Weneedatemporaryworkerprogramthatwillcreatealegalandorderlypathforforeignworkerstoenterourcountrytoworkonatemporarybasis.Thisprogramwilladdtooursecuritybyhelpingusknowwhoisinourcountryandwhytheyarehere.Andbyreducingpreureonourborder,itwillfreeupourBorderPatroltofocusonmakingsurewestopterrorists,violentcriminals,anddrugsmugglersfromenteringourcountry.

WeneedtoenforceourimmigrationlawsatourNation’sworksites.Toenforcethelaw,wehavelaunchedraidsonbusineesthatknowinglyhireillegalimmigrants.Wearefilingcriminalchargesagaittheseemployers,andweareprosecutingthemtothefullestextentofthelaw.

Tohelphonestbusineesfollowthelaw,Iproposemoreeffectivetoolstoverifythelegalstatusofworkers.Thesetoolsshouldincludeatamper-proofidentificationcardforlegalforeignworkers.Bytakingtheseste,wewillmakeiteasierforbusineestoobeythelawandleavethemnoexcuseforviolatingit.

Weneedtoresolvethestatusofillegalimmigrantswhoarealreadyhere.Theyshouldnotbegivenanautomaticpathtocitizehip.Thisisamnesty,andIooseit.Amnestywouldbeunfairtothosewhoareherelawfully,anditwouldinvitefurtherwavesofillegalimmigration.Wewillfindarationalmiddlegroundbetweenautomaticcitizehipforillegalimmigrantsandmadeportatioofpeoplewho’vebeenlivinghereformanyyearswithjo,families,anddeeprootsinourcountry.

Finally,weneedcompreheiveimmigrationreformthathonorstheAmericantraditionofthemeltingpotbyhelpingnewcomersaimilate.Americaareboundtogetherbyoursharedideals,ourhistory,andtheabilitytoeakandwritetheEnglishlanguage.Whenimmigrantsaimilate,theyadvanceinoursociety,realizetheirdreams,andaddtotheunityofAmerica.Wecanfixtheproblemofillegalimmigrationanddeliveranimmigrationsystemthatisrationalandcompaionate.
