帮助企业走上国际市场

广西出入境检验检疫局加强获得出口商品质量许可证和出口食品卫生注册登记证企业的管理以及出口日用陶瓷质量许可及输美日用陶瓷认证工作,重点组织对美､欧､日､韩､拉美等出口食品企业注册的推荐,积极稳妥地开展对越南等东南亚国家食品生产企业的注册工作;宣传国际上出现的一些新的认证要求和推行ISO9000标准､ISO14000标准､HACCP管理体系等体系标准,帮助企业尽快获得相关信息并通过认证,建立､健全质量管理体系和质量安全卫生保证体系并持续有效运转,促进出口企业与国际接轨｡建立内部协调机制,理顺认证与日常检验监管工作的关系,将认证监管与分类管理结合起来,形成有机的监管体系,降低管理成本,方便企业产品出口｡继续帮助企业用足用好普惠制政策,推行原产地标记保护工作｡

为帮助企业打破和跨越国外技术壁垒,及时为企业提供国外有关技术性贸易壁垒的信息｡利用各种信息渠道,收集并研究国外特别是东盟国家检验检疫法律法规､质量标准､检验检疫要求､农残限量标准等信息,建立进口国技术标准和技术法规信息库;指导企业按照进口国的要求组织生产和经营,跨越国外技术壁垒｡特别是对出口日用陶瓷､机电､水产､果蔬罐头､供港澳活动物､出口实验猴､法国豆､龙眼､荔枝､香蕉等特色产品,坚持从源头抓起,加强对生产过程的监管,抓好出口农产品原料基地建设,扩大广西产品出口｡

此外,进一步改善投资软环境建设｡在改变传统的检验检疫监管模式､实施大通关,提高口岸通关效率的同时,加强机关效能建设和行风建设活动,简化办事程序,提高工作效率,提供优质服务｡

Guangxi Entry and Exit Inspection and Quarantine Bureau(CIQ Guangxi) strengthens its control and management over the enterprises which have been granted the quality permits for export commodities and the hygiene registration for export foodstuff and promotes the certification for everyday use ceramics quality as well as for ceramics exported to the USA. It also makes intensive efforts to promote the registration for the enterprises exporting foodstuff to the USA, Europe, Japan, South Korea, and Latin America. And the registration for the foodstuff exporters to Southeast Asia including Vietnam is carried out actively as well. It publicizes the new international certification requirements and pushes forward system requirements such as the ISO9000 standard, ISO14000 standard, HACCP management system so as to help the enterprises to secure the information concerned and become certified, to establish and amplify the quality control system as well as the quality safety and sanitation insurance system and to keep the systems in effective operation ,thus bring up the enterprises to meet the international requirements.

An internal coordinated system is established to smooth the relationship between the certification and the routine of inspection and supervision and management by forming an organic supervision system which combines certification supervision and classification. These measures facilitate the export by reducing the management cost. The bureau continues its efforts to help exporters make full use of Generalized System of Preferences (GSP) and to carry out protection for the mark of origin.

Prompt information regarding foreign technical trade barriers is provided to help exporters to break and overcome them, laws and regulations, quality standard, requirements for inspections and quarantine, tolerance for pesticide residue of foreign countries, especially of ASEAN countries are gathered and well studied through various information channels to establish data bank of technical standard and technical laws and regulations prevailing in importing countries.

It guides exporters to make arrangements for production and management in compliance with the requirements of importing countries so as to overcome foreign technical barriers. Special efforts are made on the characteristic products like exported everyday use ceramics, mechanical and electrical products, aquatic products, canned fruits and vegetables, livestock supplied for Hong Kong and Macao, exported lab monkeys, French green-beans, longan, litchi, with emphasis lying on supervision and control over the production process at the outset, and construction for farm product bases are carried out in order to enlarge the export of Guangxi products.

In addition, the soft investment environment is further improved. By changing the traditional control mode of inspection and quarantine, and closely coordinating the functions of commodity inspection and quafantine, border inspection and customs, the efficiency of port clearance is improved. Meanwhile, the education on effectiveness in the administration and cleanliness and honesty in the profession tendencies is strengthened. Red tape is streamlined to ensure high efficiency and best service.
