Research on the Transfer Mechanism of Land Development Rightsbased on the

Abstract:Because of the commitment of the ecological security features to the country, the western regions are rich in natural resources but on a underdeveloped economic base, they have already lost the good opportunities to get rid of poverty through the industrialization under the strict control of the planning, and formed the sharp contradiction between the provision of public ecological products and getting out of poverty. The main functional areas planning will lead to the plight of “huge profits-huge damage” among different types of regions, in the meanwhile it achieves the specific goals of orderly spatial development. To solve the imbalance of the different regional development opportunities by the planning, it is imperative to establish a long-term and effective coordination mechanism between the interests of the regions. Only from the coordinated regional development objectives, can the building of the transfer mechanism of land development rights among the main functional areas create a new breakthrough to coordinate the development opportunities′ inequality between the restricted and the non-restricted functional areas, and gradually narrow the development gap among the different types of functional areas.
