How to Strengthen the Measures for Preventing Group Events during the Period of

Abstract. At present, it has changed a lot in the aspect of cause and trend of development in terms of group events and also government’s opinion and method to settle about those kinds of group events have transformed from traditional ways in the past to new ones at the moment. But the period of social transformation is when many kinds of problems start to appear, such as the dislocation of social structure, the incensement of social problem, the violation of social order, the of social risk, and at the same time group events is caused extremely easily, group events may have an extreme bad effects on all the aspects of our society and life and leave us a series of troubles we have to face it and take the challenges from it ,so we need to pay much attention to it.

The occurrences of group events are caused because of various complicated factors, and belong to a certain stage to some extent which is insurmountable in the course of our country’s socialist modernization. Especially when our country is influenced very much by global financial crisis, we will go on being faced with the challenges of frequent occurrences of group events. It is very essential for us to concern mainly about those effective measures we need to take in order to prevent and deal with the occurrences of group events in time.

The report of the Seventeenth Congress clearly pointed out that improvement on the ability of dealing with and settles successfully various complicated situations are one of those important parts in strengthening the party’s ruling ability construction. As a result, our party should be aware of enhancing the significance of the study and research about the theory of group events, absorbing and borrowing its experience and lessons in the process of preventing and settling this kind of thing, so that we can deal with contradictions among the people correctly and then take the burden of social harmony and stability successfully.

1.The Characteristics of Group Events

Because of frequent occurrences in the accidents of group events, continual expanding in the scale, more diversity in the form, increasing fierce in the means and methods in recent years, extremely serious consequences and influence has appeared. It brings a lot of troubles that violate our daily life and all these have become prominent problems which have an effect on our social stability. Its characteristics mainly is as following：

a. the nature of gathering and diversification in terms of public participants,.

b. dominating influence of the interest in the causes ,.

c. harmfulness in the social affects .

d. variability of the development of the events.

e. the sudden of in the stage of development

2.The Nature of Group Events

As far as its nature is concern, group events belong to contradictions among the masses of the people after all.

So far as main body of group events are concerned during the period of social transformation, the main body in the social transformation period is mostly the supporter of socialist system, the labourer of socialist modernization and the masses of the people who all have the deep feelings to our country and party.

Group events take the ultra and extreme methods so that they can have an impact on the party and government organizations, and then further destroy our social public property, violate the masses of the people’s lives and safety, and disturb social order. Its ways of expression tend to be fierce with competitive factors and its consequences and influences are more and more serious, in terms of the purposes of group events.

Declaring the nature of the contradictions arising from the group events belongs to the contradiction among the masses of the people steadfastly and persistently on the whole is significant to cope with these emergencies properly.

3.The New Trend of Group Events during the Period of Social Transformation

Group events is characterized by growing in terms of the number of events, extending in terms of the width of events, expanding in terms of the scale of events, increasing in terms of the number of participants, becoming more violent in terms of the behaviors of participants and so on since the middle of 1990s.

3.1 Changes in number and scale

It has the tendency to be going up and up year after year constantly in terms of the occurrences of group events in recent years all over the country. Social blue book both 2005 and 2009 indicated that the numbers of group events had gone up from 60000 between 1993 and 2003 and the numbers were 80000 in 2007.

Its characteristic presents to be slow first and then fast in recent years in terms of the speed of growth. Annual speed rate of growth maintained 10% from 1995 to 1996, and the rate was up high to 25.5% on average from 1997 to 2004, it’s more than annual speed of growth of 22.2% on average from 1994 to 2004.

The number of participants of group events had increased in a large scale from 732000 in 1994 to 3073000 in 2003 during when the annual speed rate of the growth is 12.3%, and this kind of trend still continues in a long term.

It occurs from 1388 times in the past to 6831 times with the number of participants being 100 people. It increases at annual growth rate of 14.6%.

Group events has covered over all sorts of different parts now, such as city, village, school, hospital ,office, even all the administrative areas from the central, province municipality in terms of field involved.

3.2 Changes in main body of participants

With the development of our country’s economy, especially class differentiation, the main body of participants of group events has changed a lot.

（1）the main body of participants is characterized by diversity. Its participants not only include vulnerable groups traditionally in the past but also in-service staff, off-duty workers, off-farm workers, farmers and doctors, teachers, business owners, returning veterans, college students even party member cadre.

(2)Because social injustices and interest impaired often happened and have become a very serious social problem, Group events have the tendency to be subject to the mainstream social group in the spread at present.

3.3 Changes in organization degree

Organization degree has been raised in a lager scale than that in the past There would be backbones to command and control in view of good organization and preparation in terms of the organizer of group events.

Non-organized group events also have increased a lot. Generally speaking, people can come to an agreement on the bad effects of the organized group events, but lack of research and attention to the non-organized ones.

3.4 Changes in way of behavior

1. With the time went on, ways of behaviors of group events intended to be fierce, violent and vicious more and more. These ways of behaviors seems to be milder in the 1890s than that at the moment They usually take non-violent measures, including appealing, stranding in the relevant department demonstrating etc.

But recently, people involved in the group events is fierce with confrontation emotion and frequently resort to violence or other ways to do great harm to society.

2. "Group walking" is a kind of rational group events. It has emerged as a more rational and peaceful way along with the increasing of the unrest among the group events.

3. The situation in Metropolis is modest, but towns and countries violent. It is because that the people in the metropolis occupy more social resources, including some rights sharing in housing, nursing, education and urban minimal assurance, etc. Once suffering a injury of their rights and interests, they would search help from the lawsuit or media.

3.5 frequent occurrence of group events by the internet

Public opinion monitoring room from people daily online in 2009 in terms of the social hot issues of analysis indicated that group events draw much public attention ,23 pieces among them by the network, accounting for about 30% of all events. That is, about 30% of the social public opinions are caused by the internet.

4.Strengthening the Preventive Measures of Group events.

4.1 Focus on and improve the livelihood of the people

Our party’s report of the Seventeenth Congress clearly pointed out that our government have to try its best to guarantee and improvement of the livelihood of the people, push the reform of social system forward, strengthen public services, improve social management, and promote social fairness and justice so that all these measures can help the building of harmonious society in which it can be ensured that all the people enjoy the right to accept their education, get their money by legitimate labor, see their doctors, raise themselves, have their houses. Improvement on the livelihood of the people relating to social stability and harmony can help to reduce and avoid the possibility of the accidents of group events essentially.

4.2 Enhance the level of decision making

Making decisions are most important because whether decisions are right or not are largely in connection with the occurrences of group events. Its perfect degree and level can not only influence the occurrence rate of group events but also help to settle the dispute.

4.3 Perfect the legal operation system

Perfect legal system is key to deal with social contradictions by use of our system, among those preventive measures. Only through developing and improving of socialist legal system, broaden legal channels and enhancing the ability of their administration according to law, group events can be dealt with effectively.

4.4 Establish effective early warning mechanism

Social early warning mechanism is a series of system and method which is used for producing a signal to help to be well informed about social operating situation so that we may take accordingly steps to protect its situation against worseness.

Social early warning mechanism conforming to our country’s situation need to be constructed from these aspects as follows:

The first is to establish social early warning organization

The second is to establish information collection system

The third is to improve information to analyze mechanism

The forth is to establish scientific information communication system

4.5 Perfect expression of interest mechanism

It has positive effect to lead the masses of the people to express out and reflect their desires and relieve their discontent emotion by normal channels and legal method, if that’s the case, it needs tomake an requestthat we set up the expression of interest mechanism in a very short timeso that all the social classes, social interest groups and social members can express their desires in a more reasonable and legal way.

4.6 Strengthen advance safely mechanism

First, establish a mechanism to dissolve the dispute in advance.

Second, carry out a "division of labor" system to defuse the conflicts.

Third, combine the special work with mass movement.

Fourth, complete the corresponding supervision mechanism which must be established to earnestly implement the mechanism of solving the conflicts and disputes so that when we deal with problems, we can get some reference accordingly

4.7 Build the self mediation mechanism

Both country and society are all kinds of entity but they are totally separated from each other. It is almost impossible for any country to take all the responsibilities of governing public affairs absolutely. As a result, excluding our government’s role in public affairs; the partial public affairs need our grass-roots society autonomy to be active in its management. With the help of our government and other social parts of our country, we have the confidence to be responsible for public affairs.
