Investigations into Economic Restructuring and Transformation of the Mode of Eco

Abstract. Since the reform and opening up, Tiexi Industrial district has, as an area concentrated with state-owned enterprises, faced huge difficulties never previously existed. Our group members have made investigations into the reforming and developing circumstance of the old industrial bases in Tiexi in recent years. This paper mainly analyzes the reformation new methods such as innovation government management mode, the deep enterprise reformation, the optimization of resource collocation, the promotion of the industrial structure adjustment, the repayment of the workers and the development of the development space of Shenyang industries in the Tiexi industrial district. In addition, it as well takes about the achievements made in the transformation of the mode of economic development and the adjustment of the economic structure in recent years in Tiexi industrial district. In the end, it makes explorations into the existing problems for the development of Tiexi and puts forward some directional suggestions for its future development.

1.The basic circumstance in Tiexi District

Tiexi District is a district of Shenyang. It is the capital of Liaoning province, People's Republic of China. Located in the core position of Liaoning Province, Tiexi District is a very important old industrial base in our country.Tiexi New District in Shenyang is made up of by the Tiexi District, Shenyang economic technology development zone (national development zone) and Xihe economic district. There are altogether 1.2 million people and 484 square kilometers as the total area. There are altogether 650 industrial enterprises, with certain scale in the entire district. Among them, there are 334 equipment construction enterprises.

2.The major measures for Economic Restructuring and Transformation of the Mode of Economic Development in Tiexi District in Shenyang

After investigations, we have summarized the major measures for Economic Restructuring and Transformation of the Mode of Economic Development in Tiexi District in Shenyang as the following six points:

2.1. Innovating the management model of the government and provide system guarantee for the industrial district

Manufacturing provides equipment and machinery as well as materials needed in construction, while growth in the construction industry promotes expansion of the manufacturing sector. "Developing a modern construction industry is a decision based on a thorough research and careful consideration with a focus on optimizing the industrial structure and nurturing new economic growth spots.

Considering the efforts and cooperation on both sides, there are four effects. In the first place, the efforts and cooperation on both sides have broken through the system interruption of the Tiexi District and the economic development administration plan. In the second place, the efforts and cooperation on both sides have established the development thought that “comprehensive openness, capital operation, build the environment, upgrade the industries, perfect the functions and strength the management.” In the third place, the efforts and cooperation on both sides have broadened the economic development space. In the last place, the efforts and cooperation on both sides have provided possibilities for the Tiexi industrial district to raise funds and capital.

2.2.Deepen the enterprise reformation and make systematic reformation on the enterprise

Having understood the nature of modern enterprise system, looked back at the experiences of state-owned enterprise reformations in China, and studied the difference between modern enterprise systems, there are two important tasks for China's reformers that should be mentioned. They must solve the technical, economic problems encountered in building modern enterprise systems; they must combine Chinese tradition with modern enterprise system. The author thinks also that the state-owned enterprises have their specialties, which would cause the contradictions between the enterprise games rules and the regulations of market economy, thus contradictions occur between the safeties of the state-owned enterprises assets with high production efficiency, actual separation of administration from management would not be realized.

2.3.Optimize the resource collocation and make integration reformation on the industries

As for the manufacturing factors of Tiexi Industrial District, the economic development model should change from extensive to intensive growth. In the quantitative analysis of aggregate economic development, modern economists commonly distinguish extensive from intensive growth. Extensive economic growth comes from the expansion of ordinary inputs of labour, reproducible capital and natural resources. Intensive growth, by contrast, involves increased effectiveness, quality, or efficiency of these inputs.

2.4.Promote the industrial structure adjustment and make associate reformation on the second and third industries

The industrial economic should maintain the annual growth of more than 40%. Economic development generally refers to the sustained, concerted actions of policymakers and communities that promote the standard of living and economic health of a specific area. Such actions can involve multiple areas including development of human capital, critical infrastructure, regional competitiveness, environmental sustainability, social inclusion, health, safety, literacy, and other initiatives. Economic development differs from economic growth.

2.5.Let the reformation and development be beneficial to millions of people in Tiexi Industrial District

That no special interests of its own apart from the interests of the working class and the broadest masses of the people should be maintained. At all times the Party gives top priority to the interests of the people, shares weal and woe with them, maintains the closest possible ties with them, and persists in exercising power for them, showing concern for them and working for their interests, and it does not allow any member to become divorced from the masses or place himself or herself above them. The Party follows the mass line in its work, doing everything for the masses, relying on them in every task, carrying out the principle of "from the masses, to the masses," and translating its correct views into action by the masses of their own accord. The biggest political advantage of the Party lies in its close ties with the masses while the biggest potential danger for it as a ruling party comes from its divorce from them.

2.6.Summarize the reformation and development operation in Tiexi District and develop the development space for Shenyang industries

The United Nations Human Settlements Program granted the "2008 UN Global Livable Urban District Demonstration Award" to Tiexi District of Shenyang, an old industrial base. It marks the transition of Tiexi District from a single industrial zone to a comprehensive district with complete functions that is suitable for human habitation. Shenyang has injected 7 billion Yuan into Tiexi District since 2002 and 214 enterprises have been relocated. Tiexi District has also become the first urban area in Shenyang without shanty towns and stretches of cottage areas.

3.The main achievements obtained by the reformation in Tiexi District

Since the reform and opening up, Tiexi Industrial district has, as an area concentrated with state-owned enterprises, faced huge difficulties never previously existed. 4.The existing problems in the economic development in Tiexi District

As for the existing problems in the economic development in Tiexi District, they are mainly shown in the following manners:

1)From the introduction of the current projects, there are relatively less projects which are of high and new technologies and new strategies projects. Labour intensity is the relative proportion of labour used in a process. Its inverse is capital intensity. There are great deals of labour-intensive projects in the introduction of the projects.

2)The industry structure needs to be further adjusted and optimized. The term industry structure refers to the number and size distribution of firms in an industry. There are not enough projects with great leading force and influential power.

3)The enterprise reformation is still in need of deeper promotion.

4)The product structure has a low level and the products with high added value are not enough. The difference between the sale price and the production cost of a product is the value added per unit. Summing value added per unit over all units sold is total value added. Total value added is equivalent to Revenue less Outside Purchases of materials and services. Value Added is a higher portion of Revenue for integrated companies.

5)The investment is not enough. The hard fund raising is the key element that restrains the enterprise development and the project construction. Fund raising is the process of soliciting and gathering voluntary contributions as money or other resources, by requesting donations from individuals, businesses,charitable foundations, or governmental agencies.

5.Some suggestions on the development of Tiexi District

5.1. Build a pragmatic and efficient government and further innovate the government management system

There are three aspects that should be paid attention to when building a pragmatic and efficient government and further make innovations on the government management system. In the first place, it is the international competitiveness. Although fundraising typically refers to efforts to gather money for non-profit organizations, it is sometimes used to refer to the identification and solicitation of investors or other sources of capital for for-profit enterprises. Traditionally, fundraising consisted mostly of asking for donations on the street or at people's doors, and this is experiencing very strong growth in the form of face-to-face fundraising, but new forms of fundraising such as online fundraising have emerged in recent years, though these are often based on older methods such as grassroots fundraising. In the second place, it needs to be connected with the development circumstance in Shenyang. The plans, the management, the investing and the construction should be unified. In the third place, keep on increasing the decision-making levels of the government. The process and result of government policy decision in practice is the dynamic equilibrium and adaptability choice between the government and representative different benefit group.

5.2.Create opportunities in crises and fasten the promotion of opening up

1)In the first place, in China, utilizing the foreign investments is one of the basic national strategies, attracting investments is the result of our reforming and opening. Investigate the mode of local government’s behaviour during the process of trade and investment promotion and study the government’s role during the future trade and investment promotion for reference to decision makers, through analysis on relative theories and practice.

2)In the second place, carry out the strategy of opening to the outside world in an all round way. We must continue a multi-directional, multilevel and wide-range opening to the outside world.

3)In the third place, make researches on the bonus strategies and measures that encourage the enterprise to raise the export proportion.

5.3.Catch the key link and improve the innovation abilities

1)In the first place, play the leading role of the government actively.

2)In the second place, play the motivate role of the policies.

3)In the third place, increase the research and scientific investment.

4)In the last place, play the leading role of the important equipments ad supportive sets.

5.4.Strengthen the crisis awareness and further deepen the enterprise reformation

Modern Enterprise system should be built. Enterprise systems are large-scale, integrated application-software packages that use the computational, data storage, and data transmission power of modern information technology to support business processes, information flows, reporting, and data analytics within and between complex organizations.

5.5.Optimize the industrial organization and promote the industrial structure to be optimized and upgraded

1)In the first place, build the industrial cluster depending on Shenyang machine cluster and so on;

2)In the second place, a mercerization flowing system of the regional production elements;

3)In the third place, a regional industrial production system;

4)In the last place, a regional city development system.

5.6.Build the modern management concept and greatly develop the service industry

In the first place, the modern business service industry should be fastened. In the second place, the productive service industry should be fastened to be developed and in the third place, the manufacture service industry should be fastened to be developed.

5.8.Build Livelihood projects

In the first place, strengthen the basic construction of the primary and secondary schools in rural areas. Develop the education first. In the second place, carry on implementing the active employment policies. In the third place, encourage and lead the enterprise to develop fast. In the fourth place, build the city and town guarantee. In the fifth place, strengthen the responsibilities and investment of the government. In the sixth place, connect the development situation in developing areas.
