送给西部一个机会

胶东半岛的产业向中西部转移,不仅是半岛地区承接发展高端产业的需要,也是促进西部地区发展、解决山东经济东西发展不平衡问题一个重要条件。

The transference of industries from the Jiaodong Peninsula to the middle and western region is not a prerequisite for the peninsular region to undertake the development of the high-end industries, but also an important condition for promoting development of the western region and correcting the imbalance of economic development between the eastern and western regions of Shandong.

“用工荒”正在考验山东经济的平衡性增长。

让人们没有想到的是,过去只在广东、江浙地区出现的“用工荒”,如今会落在素以人力资源丰富的山东的头上。

山东省人力资源和社会保障厅的最新数字显示,青岛、东营、烟台、威海、日照等东部沿海城市部分企业处于招工不足状态,2月份5个市人力资源市场求职人数共计15.8万人,与企业岗位需求之间存在20多万人的差距。

根据统计,胶东半岛缺工主要存在于劳动密集型企业,特别是产品竞争比较激烈的制鞋、玩具制造、电子装配、服装加工、塑料制品加工等行业。从中长期看,这种状况将可能导致缺工地区企业工资水平的被迫上涨,从而迫使一些工资较低的劳动密集型加工企业退出该地区,向山东省中西部地区梯度转移。

这种转移与中国经济的整体格局是一致的。随着东部沿海地区产业水平的不断提升,其原来的一些技术含量较低的产业逐步向中西部地区转移,中国区域结构调整总体趋势也是从南向北、从东向西进行转移,国家战略也随之而动,实施了一系列西部大开发等区域发展战略。

山东省内部同样存在产业转移和均衡发展的问题。从上世纪80年代便开始着手解决区域间发展不平衡问题,从“东中西”梯次推进,到“东中西”重点突破,再到“一体两翼”,以及半岛城市群建设、蓝色经济区、黄三角开发等,都是在突出优势地区的发展,借助东部的力量寻求西部突破。

山东经济学院董彦岭教授认为,山东一直都是围绕胶东半岛来发展,建设半岛蓝色经济区和高端产业聚集区,实际上就是对半岛经济结构的进一步提升,继续助推优势地区发展,以便带动其他城市的发展。

事实上,区域经济平衡发展不是简单地把资源、政策等投入到欠发达地区,而是要选择突破机会,以地区优势的发展潜力吸引外来资源,增加欠发达地区的自我“造血”能力。随着沿海劳动密集型产业加快向内陆转移,山东省西部地区正迎来一个加快发展、缩小与东部差距的机遇。胶东半岛的产业向中西部转移,不仅是半岛地区承接发展高端产业的需要,也是促进西部地区发展、解决山东经济东西发展不平衡问题的一个的重要条件。

在山东,产业转移已引起各级政府的高度重视。为帮助经济相对落后的菏泽市加快发展,山东省于2004年提出“突破菏泽”的决定,要求东部地区对口支援菏泽建设。菏泽市为承接各市建设项目,专门设立了青岛工业园、烟台工业园等园区,主动承接各市援建项目,一大批企业和项目落地菏泽,为菏泽经济发展作出了重要贡献。

不独菏泽,山东西部各市也都积极与东部经济发达市进行产业转移和对接,保持了强劲的增长势头,聊城、德州、滨州等城市的工业增加值增幅均高于山东省平均水平。

山东半岛是中国最早发展外向型经济的地区之一,改革开放30多年来积累了大量劳动密集型加工业。20世纪90年代,在新一轮国际产业转移浪潮下,山东半岛承接大量高科技产业加工、装配工业投资,产品结构不断升级。但由于生产要素成本的不断上升,一部分产业比较优势丧失,产品不再具有竞争力。

作为山东经济的前沿区域,山东半岛为了保持经济发展的活力和优势,必须对区内的产业结构进行调整,增强地区产业竞争力。高新技术产业等高端产业的进入,使得一些资源导向型项目,如纺织业、食品加工业、石油化工以及一般性加工制造业由山东半岛向山东中西部进行转移。

目前,山东半岛地区存在一些膨胀型产业,如服装、石油化工、一般性机械加工工业等产业,具有较强的产品竞争力和良好的发展势头,但山东半岛地狭人广、资源缺乏的特点决定了这一类膨胀型产业向山东中西部资源充沛、空间广大的地区转移,从而为电子信息等高新技术产业发展提供空间。

西部地区丰富的自然资源和人力优势对山东半岛的企业极具吸引力,为东部企业提供了产业转移的优质阵地,甚至一些优势企业也把西部地区看作是扩张的市场。潍坊市的晨鸣集团,利用菏泽丰富的林木资源在鄄城县建起了板材厂;鲁花集团则在定陶县建立了分公司,消化鲁豫苏皖等周边地区的花生资源。

中西部地区同样具有工业化发展的巨大潜力,为山东半岛的一些装备制造工业提供巨大的市场。中部的一些中心城市如淄博、东营等城市制造业基础好、智力资源丰沛、土地供应充足,完全有能力以更低的成本承接山东部分企业外包的一些高新技术产品的某些加工制造环节。目前,山东一些有竞争力的大企业集团,正利用投资新建、参股控股、兼并收购、建立生产加工点和生产基地、研发中心等多种方式,向中西部地区进行转移。

从更长远的将来看,从胶东半岛地区向西部转移的,不仅仅是这些低层次的劳动密集型产业。随着胶东半岛高端产业聚集区建设的推进,一些技术含量较高的制造业也将逐步流向西部地区,以便让位于更高端的产业。

“转入是产业的新生,转出则是产业的升华。”从承接产业转入到实施产业转出,山东半岛的产业结构不断优化,经济水平也在产业的更新中得以升华。

The latest figures released by the Department of Human Resource and Social Security reveal that some of the enterprises in the coastal cities like Qingdao, Dongying, Yantai, Weihai and Rizhao are short of employees. In February, the number of people seeking employment was 158,000, which lacked far behind the more than 200,000 vacancies.

According to the statistics, the employee shortage mainly exists in the labor-intensive enterprises in the Jiaodong Peninsula, especially the processing industries involved in shoe making, toy manufacturing, electronic assembly, clothing production and plastic products processing. From the mid and long-term viewpoint, this situation will lead to wage increases in the regions short of employees, thus forcing some labor intensive processing enterprises with low salaries to retreat from these regions and move to the middle and western regions of Shandong Province.

In Shandong, the industrial transference has attracted high attention from the governments at various levels. With a view to helping Heze―a region with a relatively backward economy―to speed up development, Shandong Province initiated the decision of “breaking through in Heze” in 2004, which required the eastern regions to provide counterpart assistance for Heze. As a result, the GDP increase of Heze has always ranked in top place throughout the province.

Besides Heze, the other cities in western Shandong have also enthusiastically launched industrial transference and connection with the eastern developed cities, thus maintaining a powerful growth tendency. The industrial grown rates of Liaocheng, Dezhou and Binzhou all are higher than the average level of Shandong Province.

As the frontier region of Shandong’s economy, with a view to maintaining the vitality and advantages of economic development, The Jiaodong Peninsula must adjust its industrial structure to increase the regional industrial competence. The entrance of high-end industries such as hi-tech industries has resulted in some resource-based projects, such as textile industry, food processing industry, petrochemical industry and ordinary processing and manufacturing industry being transferred from the Jiaodong Peninsula to the mid and western regions of Shandong.

At present, some expansive enterprises involved in such industries as clothing processing, petrochemical industry and mechanical processing in the Shandong Peninsula still have powerful product competence and development tendency. However, the characteristics of narrow geographic location and scare resources will force these expansive industries to be transferred to the mid and western regions with abundant resources and vast space, thus providing space for the hi-tech industries such as the electronic information industry in the Jiaodong Peninsula.
