两会热议:解决雾霾,遏制重大疾病危害

In this regard， Professor Wu Yiling， member of the National Committee of the Chinese People's Political Consultative Conference and Chinese Academy of Engineering， submitted two proposals in this year 's “two sessions” ： The relevant government departments must carry out relevant governance system as soon as possible to regulate the governance of industrial pollution enterprises and introduce restrictive measures to coal， cement， chemical industry， power plants and other industries that are easy to generate industrial smoke； conducting on-site dust monitoring on construction industry and other enterprises that are likely to cause dust and construction of those exceeded the standard of dust will be limited； focusing on limiting vehicle exhaust pollution， promoting the use of clean energy， strengthen the construction of public transport to reduce private car ownership and the cars of exhaust substandard should be strictly prohibited to be driven on the road .

Secondly， unqualified enterprises of producing industrial emissions and causing automobile exhaust should be imposed with punitive environmental protection fees as soon as possible. On the one hand， the charges levied for the governance of environmental pollution. On the one hand， they are used as compensation for patients with serious diseases caused by environmental pollution.

Thirdly， the incidences of lung cancer and other major diseases caused by environmental pollution are significantly higher. Early census， early detection and early treatment of such major diseases should be strengthened. It would be possible to win the duration of treatment to save the lives of patients. Government health departments must pay great attention to the early prevention and treatment of the major diseases brought by serious pollution.

对此，全国政协委员、中国工程院院士吴以岭教授在今年的两会提案中呼吁：政府有关部门要尽快出台相关治理制度，对工业污染企业进行规范治理，对燃煤、水泥、化工、电厂等容易产生工业废气污染的行业出台限制性措施；对建筑行业等容易造成扬尘的企业进行现场扬尘监测，扬尘超标的限制施工；重点限制机动车尾气污染，倡导使用清洁能源，加强公共交通建设以减少私人汽车保有量，严禁尾气不达标汽车上路。

其次，对产生工业废气多或造成汽车尾气不合格的企业，要尽快征收惩罚性环境保护费。征收的费用一方面用于环境污染的治理，一方面用于因环境污染造成的重大疾病患者的补偿。

第三，环境污染造成肺癌等重大疾病发病率明显升高，应加强对这类重大疾病的早期普查，早期发现，早期就诊，才有可能赢得治疗时间，挽救患者生命。政府卫生部门必须高度关注严重污染所带来的重大疾病的早期防治。
