赛时交通“无障碍”

为了确保全运会期间良好的交通环境，十一运组委会成立了交通保障部，并出台了《第十一届全运会交通保障总体方案》，这标志着第十一届全运会交通保障工作正式启动。十一运组委会交通保障部启动了赛事期间的交通运输保障方案，科学削减交通流量、分类分层次管理、公交优先等原则是其鲜明特点。

方案对全运会交通保障方面的措施进行了明确的规定。十一运会需要保障的公路大中修、养护及危桥改造，在9月10号前全部完工。赛事活动途经的道路，特别是国省干线公路、城市出入口和旅游路线的绿化美化工作、路域专项整治活动、高速公路服务区、收费站点的综合整治，在7月初完成，并打造具有地方特色的绿化景观。从7月到赛事结束期间，相关公路沿线收费站点将设立“十一运快速通道”，设置统一标识，对持有十一运通行证的车辆一律免费、快速、优先放行，确保车辆“无障碍”行驶。

根据组委会各部室用车情况测算，赛会期间，交通保障部车辆管理处将提供各类交通保障用车1140辆，服务对象近2万人，配备随车驾驶员约800名和车辆调度员约180人。这些驾驶员和车辆调度员经过严格培训考核合格后方可上岗。

根据交通保障部的预测，全运会期间，仅保障济南用车，交通部门需要征集的各类车辆就有3000多部，将建立统一的GPS指挥调度系统。而开闭幕式当天，运力将超过13万人。为确保运力充足，济南市周遍的泰安、济宁、聊城、德州、淄博、潍坊等市的运输公司车辆全部纳入征调范围。

为预防各类突发事件发生，确保火炬传递及赛时公路安全畅通、运输安全及时，因为天气恶劣原因，部门路段确实不能通行的，车辆运输部门将及时启动应急预案，使用应急线路。各市公路管理机构和高速集团分公司分别建立一支不少于30人的应急处置队伍，高速服务区、收费站办公区也将安排一定数量的应急人员。

交通票务方面，按照《票务保障方案》相关要求，交通保障部票务处将于8月份成立由航空、铁路、公路等相关运输部门共同组建的综合票务中心，确保参会人员出行方便快捷。

成功举办全运会是济南当前非常重要的一件事，在尽最大努力保证全运会顺利和精彩、为全运会服务的同时，济南仍将确保市民和各单位正常生产、工作、生活，在做东道主和正常生产生活两个方面找一个平衡点。

为把这种不便影响降到最低，济南市相关部门采取多种保障措施为广大市民出行和生活服务，使原本的限行措施转化为更为贴心的服务措施，例如延长公交运营时间、增加车辆、加密车次、提高公共交通运营保障能力和服务质量等政策，得到广大市民的积极响应。

由于第十一届运动会济南赛区主赛场及开幕式主会场都设在新建奥体中心，而奥体中心北侧紧邻经十东路，南侧紧邻旅游路，全运会开幕后，尤其开幕式当天，会有超过6万人的演职人员和观众从济南市西部聚集到东部，这样一来，经十路、经十东路将面临前所未有的交通压力。全运会期间，为保障与会车辆优先通行，济南交警部门在对市区主要道路交通状况充分论证的基础上，特别设置经十路、历山路、奥体中路等8条专用通道，绕城高速东线、二环东路高架、顺河高架、舜耕路、旅游路等8条优先通道，国道104、国道220、京福高速、绕城高速南线等15条绿色通道。

针对开闭幕式人流、车流的特殊性，赛区组委会交通保障部专门制定了开闭幕式交通管控方案，主要以开闭幕式主会场为中心向外辐射，分封闭区、交通管制区、交通控制区、交通分流区、疏导点5个区域实施交通管控；坚持公交优先原则，重点强化“公交引导客流”交通出行方式，引导观众在济南市第五人民医院、济南动物园、重汽技术中心、洪家楼等4处区间公交始发站及沿线17个中途站凭票免费乘坐公交车进场，散场后乘坐同一方向车辆原路返回。根据“十一运交通组织模拟与演示系统”所作的综合测算推演，开幕式结束后60分钟内、闭幕式结束后30分钟内，观众即可从现场疏散完毕。

for a Traffic “Non-obstacle” National Games

At the beginning of February 2009, the organizing committee of the 11th National Games established the traffic guarantee department and put forward the General Scheme of the Traffic Guarantee of the 11th National Games.

This scheme stipulates that the projects of road mending, maintenance, and the reconstruction of the dangerous bridge must be finished before September 10. The road landscaping project, special renovation project and the comprehensive renovation projects of expressway service areas and toll-gates must be finished at the beginning of July. From the beginning of July to the end of competition events, the relevant toll-gates should establish an “express route for the National Games” and clear standard signing in order to ensure the traffic flows free of obstacles.

In order to prevent emergencies and ensure a smooth flow of traffic and the safety of transportation during the National Games, the traffic guarantee department will take measures to anticipate and deal with bad weather, sudden traffic accidents, serious diseases, and terrorists.

The traffic guarantee department forecasts that during the National Games, in Jinan alone, the traffic departments will assemble a fleet of more than 3,000 various vehicles. On the day of closing ceremony, the traffic control staff will exceed 130,000 people. In the middle of September, traffic guarantee department will examine all the fleet vehicles. During the National Games, they will organize and allocate the vehicles in a scientific and efficient way.

The traffic guarantee department requires the road management institutions of every city and the branch companies of the expressway group to separately establish one emergency team with at least 30 people. The expressway service areas and the toll gates should also arrange some emergency staff. No less than 10% of the fleet of vehicles will be spare vehicles.
