Role Positioning of Social Organization in Ecological Civilization Construction

Abstract: Social organization, as the important part of modern society, undertakes the important force of public governance and public service. With the constant promotion of reform and opening-up and market economic system reform, the social structure also makes profound changes from traditional society to civil society. The traditional government-led oriented social management and public service mode are difficult to cope with the current numerous social problems, especially the current highlighted environmental problems, and the government governance is unable to achieve good achievement. The social organization provides public service from the third party angle and participates in public management, which plays an active role in the construction of ecological civilization.

The Sixteenth National Congress first wrote the “constructing ecological civilization” into the political report of National People’s Congress of the Party, and the Seventeenth National Congress of the Party improves the ecological civilization construction to overall party theory height, the solid establishment of ecological civilization concept. The Eighteenth National Congress makes ecological construction into overall development layout, forming political, economic, cultural, social and ecological construction of five into one integration. “Ecological civilization” forms one of the important dimensions in Chinese development positioning, which is the topic meaning of scientific development view and also the important measure of constructing beautiful China and improving national well-being. The ecological civilization has reached each citizen from top level design to root. Social organization is directly from the society, which has close relationship with the public. It is the middle advantage strength of beyond “national deterrence” and “national egoism”, which can alleviate the interest conflict and achieve conscious compromise. Environment protection is the main position of ecological civilization construction, and social organization promotes the construction of ecological civilization, becoming the practitioners of ecological civilization.

1 The Rise of Social Organization

The classics freedom thinks that the less-governing government is the best government, and the government works as “night watchman”. The world economic crisis declares “laissez-faire” bankruptcy. In the face of government failure and market dilemma, the scholars think that it should introduce the third department into public management, forming the third party management of government, market and public society. The government and public society and market form interactive governance, in order to seek for maximum public interest.

2 Development Overview of Social Organization

2.1 The Definition of Social Organization

For the definition of social organization, there are difference in cultural tradition and language customs in different countries, which have different names.

There are three main views: one is that depending on legally registered formal organization, non-profit, voluntary and public welfare requirement-based organizations are called as “Chinese non-profit organization”. Two is that non-profit formal social organization independent from party political system. Three is that formal organization with organization, voluntary, non-profit, folk and non-governmental and non-political features.

The sixteenth session of six plenary session of “Central Committee of the Communist Party on major issues regarding the building of a harmonious socialist society’s decision” points out a sound social organization strengthens service society function, making the social organization into the social construction and management, constructing the harmonious society work situation, and after that, China began to use “social organization” to replace “folk organization”.

2.2 Social Organization Development Situation

Since the reform and opening-up of 1978, with the gradual disintegration of planned economic system, the market economic construction and social transformation need to promote the various social organizations in China gradually recover the vitality and the development of social organization. The social organization experiences four stages: initial restoration stage (1978-1991), rapid development stage(1992-1997), specification development stage(1998-2006), strategic development stage time (2007-till now). According to social service statistics data, until the third quarter of 2013, there are 274 thousand social organizations, the private non-enterprise units are 234 thousand, and the fund organizations are about 3300. In recent ten years, the social organization scale and quantity increase gradually, as shown in Figure 1:

With the social organization scale in China is constantly increasing, the current social organization business scope covers education, health, social service and environment protection field, covering the first, second, third industry (as shown in Figure 2 and 3), forming a complete and vast coverage of social organization system, which forms an important force of promoting economy and social development.

3 Role Positioning of Social Organization in Ecological Civilization Construction

Ecological civilization emphasizes ecology first in concept, and the economy development should take environment carrying capacity as the basis, and economic development can not sacrifice the environment as the value, which should keep consistent with ecological development. Ecological civilization system should combine with the environmental problem status in China, absorbing the ecological governance experience basis and forming the government-authority dominated, taking market operation as auxiliary, with public participation in multiple subject governance mode.

3.1 Social Organization Is the Advocator of Environmental Protection

The seventh National Conference on environmental protection for missionary work environment is “to promote the whole society to firmly establish the concept of ecological civilization” and “widely mobilizing people to participate in environment protection, to guide the whole society to take practical action to care for the environment, treasure the environment and protect the environment”.

3.2 Social Organization Is the Promoters of Democracy Construction

Ecological management is multi-governance, which is the mutual interaction between individuals, social organizations and government. Through the participation, dialogue, negotiation for consensus, this consensus is based on democracy, so democracy is the premise of ecological management. Social organization is the leader of people’s guide, which has higher cohesion and influence. It can play a larger role in party and mass, representing mass, innovation mass evaluation mechanism, which can further promote the socialist democratic politics construction.

3.3 Social Organization Is the Reflector of Environmental Request

Before the occurrence of mass incident, people tend to reflect to relevant enterprises for pollution situation, calling to local government, but the local government intends to partial enterprise, and they are indifferent towards vast mass. The dissatisfaction of mass can not be fully expressed, so that deep grudges make the relationship between enterprise and people worse, finally rising to the contradiction between the local government and the people, evolving into a political problems and affect social stability.

3.4 Social Organization Is the Undertaker of Ecological Responsibility

Ecological responsibility is an administrative responsibility, political responsibility and moral responsibility for government. The governmental ecological responsibility can gradually express with the natural resource and ecological environment protection. It reflects sustainable development obligation and duty in a country, which is one of the basic responsibilities of the government, and the requirement of new era for government responsibility. Social organization is a carrier for undertaking the government ecological responsibility, becoming the undertaker of ecological responsibility.

3.5 Social Organization Is the Advocator of Ecological Culture

Ecological culture changes the human-oriented ideology in the past, from human culture to culture of harmony between man and nature. The relationship between social organization and public is closely related, and they use various activities to convey ecological culture concept, such as green Tibetan rural ecological culture festival, taking traditional Koyama sacrifice as a platform. Through explaining ecological idea concept, selecting the most kind villagers, advocating green consumption concept and green clothing activity, it creates ecological culture activity example in the Titetan area of in endangered animal products.

4. The Strategic Selection of Social Organization in Ecological Civilization Construction

Social organization has clear and accurate position in self development, which selects the survival mode matching with its own features.

4.1 Establishing Good Interaction with Government

Social organization obtains the government support because social organization can realize public benefit and provide public service. In 2012, the central finance arranges 2 billion fund for supporting social organization to take part in social service. One of the responsibilities of social organization is to establish good interaction relationship with government, coordinating with government protection ecological environment, constructing ecological civilization. It requires social organization to understand government to fabricate environmental protection policy and environmental protection planning, fabricating corresponding strategy to cooperate with government, putting the governmental environment protection demand into long-term public interest plan in the organization, so as to form matching and complementary good interaction with the governmental work.

4.2 Strengthening Self-Construction of Social Organization

Because the social organizations are insufficient, many events in the community cause the charity storm, damaging the public welfare. Social organization ability determines the trust of government for his identity. As social organization, it should first make clear the mission, purpose, property, and goal and business range of the organization, making organization staff know what to do. Secondly, the non-profit of social organization requires organization of high efficiency and high transparency. Finally, it should constantly improve the policy level, professional business level, participation ability and social participation ability of social organization, which plays a positive role in ecological civilization development.

4.3 Increasing International Exchanges

The so-called environmental diplomacy refers to the behavior main body of various countries, namely, government, the stakeholders, especially the environmental folk organization participation, through negotiation, coordination and other peaceful diplomacy mode; it can adjust the international environment exchange and cooperation, to protect the global environment.

4.4 Establishing Good Public Relationship

Good public relationship can make organization achieve the multiplier effect, and the public relationship, on one hand, can establish good image for the organization. For social organization, it serves the public, and he serves the public, the public speaker, determining the exchange and contact with the external field. How to establish a good public image wins the government, enterprise and public trust, support and input and it is closely related with social organization survival and development. Apart from depending on law system, it still needs to establish good cooperation relationship with the media, using the media report and supervision as the environment protection for fulcrum. Releasing accurate information for the sudden environmental event, and the hot issue of common concern to the masses can set the agenda, which shows the truth, to clarify the facts and to clear the customs. The activities need good public image and strong public relationship ability of social organization.

Ecological civilization construction prospect is colorful, and the ecological civilization construction process is painstaking. The social organization, as the public and government’s bridge, shoulders the responsibility of era. The social organization will lead the social consciousness and behavior, which can make great contribution to the coordination development, human and natural harmony ecological civilization prospect in ecological society in China.
