Trading Market and Recommendations for China

Abstract：The market mechanism of emission trading markets is gaining increasing attention and has been adopted in a growing number of regions and countries.China has begun emission trading pilots at provincial and city levels.Learning from the experiences of other emission trading markets could help China develop a more robust emission trading market，avoiding potential missteps，and assist China reach its energy and carbon intensity reduction goals.California is one of the most important economies in the world.After six years of planning and preparation，the Californian government sets up a first state-wide emission trading market in the United States. California’s experiences can be meaningful for local and central Chinese governments.This paper focused on the establishment and implementation of the emission trading program in California， including formulation of legislation， development of the scoping plan， mandatory data reporting， communication with stakeholders， as well as key elements of the emission trading program， such as allowance allocation， auction，offsetting， market supervision，and enforcement.The paper concluded with recommendations to Chinese emission trading markets based on California’s experience.
