Study on the Bottleneck and Countermeasures of Application Undergraduate College

Abstract. For the development trend of service outsourcing industry in China, it analyzes the current service outsourcing industry talent problems and future service outsourcing talent demand trend. Based on the summary of application undergraduate college talent cultivation aspect disadvantages and bottlenecks, it takes software service outsourcing industry of Shandong Transportation College as the basis, which puts forwards the hierarchical talent cultivation plan of “unified culture---combined screening---classification cultivation” and achieves a certain achievement in practice.

1. Introduction

The Ministry of Commerce held a regular press conference on Jan.16th , and the spokesman introduced the Chinese commercial operation situation in 2013. According to the statistics of commercial department service and trade department, in 2013, China altogether signed undertaking service outsourcing contract 167424 pieces, and the contract amount was 954.9 billion dollars, yearly increasing 55.8%; The implementing amount was 638.5 billion dollars, yearly increasing 37.1%. The service outsourcing industry employment scale is stably expanding. In 2013, Chinese service outsourcing industry newly increased practitioners 1,065,000 people. By the end of 2013, there are a total of 24818 service outsourcing enterprises in China, with practitioners of 5,361,000 people, including college degree or above of 3,559,000 people, accounting for 66.4% of the total practitioners.

As seen from the above statistics, Chinese service outsourcing is developing rapidly. But it also faces some imminent problems in development, which influences the development process of Chinese service outsourcing. The previous main businesses are mainly software testing, module programming and other low-end business. With the Chinese economic development and more and more application talents of service outsourcing, the outsourcing party gradually puts some high technology content business into China, moreover, with the application of some new technology such as clound calculation and Internet of things, more and more enterprises are also exploring new development direction. This change puts forward higher requirements for the Chinese enterprise competitiveness, including market reputation, market expanding ability, direct outsourcing ability and all kinds of high-end compound talents. The business, technology and language of three aspects of ability-equipped with high-end compound talent are the key elements of restricting the current Chinese service outsourcing industry development.

At present, the Chinese service outsourcing major talent cultivation is mutually shared by university undergraduate and higher occupation education, and how to cultivate and meet the high-end compound talents of service outsourcing industry are the key factors of improving Chinese enterprise service outsourcing ability, which is also the bottleneck of various application undergraduate college service outsourcing, facing urgent solving.

2. The Problems of Application Undergraduate College Service Outsourcing Talent Cultivation

The relevant data of human social department shows that because of the constant expansion of university, social overall environment and university students self-knowledge lack, they don’t know clearly about their own employment direction, lacking of necessary positioning, easy to flow along with the public, and the employment situation is in shortage, with asymmetric information,leading to not too ideal employment, so currently the university students in China has very large employment pressure.

Jinan City of Shandong Province was recognized as one of 11 “Chinese service outsourcing basis cities”. In January 2009, the State Council approved the Ji’nan and altogether 20 cities as the “Chinese service outsourcing model city”, and enjoying the five year 6 items financial tax support policy. In 2011, Ji’nan City service outsourcing enterprise’s employment staff achieve 50,000 people, including new employed college staff 7000 people, and the large enterprise promotion role is obvious, such as Langchao Group new employed staff are 600 people, and the Zhongchuang software, Dongfang Daoer new employed staff are over 300 people. NEC, Xunhe, Huaxin and Linjia enterprises new employed university students are over 100 people. The service outsourcing industry has formed a larger medium and high income white-collar and middle high consumption group, which is also the effective new force of promoting inner demand. Many years of facts prove that service outsourcing is the important path of solving college students’ employment, which is also the important measures of optimizing city talent structure and improving overall quality, which is also the best path of changing mode adjusting structure, which is the best method of benefiting people and employment, which is the best practice of scientific development view.

Shandong Province software outsourcing industry began from the end of last century and the beginning of this century, computer science and technology major of Shandong Transportation College began to take the school enterprise cooperation operation mode. For many years, it cultivates a lot of excellent software talents for software outsourcing enterprises. Through these years of efforts and experience accumulation, we obtain the social recognition, but we also clearly know that application undergraduate colleges have the following problems in service outsourcing talent cultivation aspect.

2.1 Some university students have extreme understanding of service outsourcing industry.

In recent years, with the great support of service outsourcing industry development and state government institute for service outsourcing industry, more and more training institutions and higher vacational colleges are positively responding to government, putting into a lot of manpower training service for cultivating outsourcing talents, and these training institutions and higher vacation colleges to application undergraduate colleges, the entry threshold is low, learning time is short, with low academic degree. Through the investigation of service outsourcing industry for the occupation students, some university students will compare with the workmates from training institutions and higher vacation colleges, thinking that their academic degree occupies the advantage, but works on the same work, so that they have some misunderstanding for the service outsourcing industry, thinking that the industry has low technology content, and they can do it with some training, and every day they repeat the copy code, without gold value and no benefit for their future development and not promising. With the development of Chinese service outsourcing industry, Chinese service outsourcing industry is gradually developing from internationalization and comprehensive direction, the outsourcing party will put more and more focus on Chinese business, which will lead to the same enterprise have different levels of business and this will provide better and higher development space for staff with ability.

2.2 Some students don’t have high comprehensive quality, afraid to endure hardship and lacks of perseverance and vision.

With the promotion of national family planning policy, now 85s and 90s are the only child of the family, growing up by the family’s love, afraid to endure hardship. The service outsourcing industry generally has the urgent time feature, and the new staff are not familiar with the business, and they need to work overtime. Through the investigation research development for the service outsourcing enterprises, some undergaduagtes complain that the work is too painstaking and not valuable. The reason is that they don’t form correct view of life and have serious hedonism.

2.3 The compound high-end talents with foreign languages, technology and business lack.

The graduates of software service outsourcing industry of Shandong Transportation College have been in short supply in recent years, but with the international development of Chinese service outsourcing industry, people gradually find that the enterprises of Chinese service outsourcing industry have higher requirements for talents, and they are not satisfied with the ability of graduates. In 2012 and 2013, Japanese Okinawa county government held two consecutive sessions of Asian IT talent exchange activities and its purposes is to absorb more young people to Japan to work as bridging software engineer BSE. BSE is responsible for the business communication for the employer and employee party, and he is responsible for detailed design explanation, code checking and final accepting work, which has a very important role. It requires to be a qualified BSE, which not only needs to be skilled in language, professional skills and familiar with the relevant business fields. According to the statistics, some service outsourcing industry even lacks of BSE, some service outsourcing industry even can not conduct the business because of lacking of BSE.

3. Our Practice Experience

The application undergraduate colleges of Shandong Transportation College have a good teaching resources, the student source level is higher, for the features of the type of colleges, they should have the opening teaching concept and idea and strengthen the students’ practice ability, taking the “oriented cultivation” and “cultivation as needed” as the breakthrough point, realizing the transfer of cultivation mode, implementing multiple culture education, training students’ multi-cultural communication ability, further strengthening the actual training of teacher team, in order to take efforts for the outsourcing talents of compound high-end service of good communication ability, professional technology ability and good foreign language ability and positive teamwork awareness and good employment attitude.

In recent years, software service outsourcing major of Shandong Transportation College adopts 3+1 school university cooperation mode as the basis of talent cultivation mode, combined with actual situation, flexible mode and obtains some achievement. But with the Chinese service outsourcing industry development trend, the application undergraduate college have some urgent problems that need to solve in talent cultivation aspect. Based on the previous experience of Shandong Transportation College, it explores a set of “unified cultivation---combined screening---classification cultivation” level talent mode, as shown in Figure 1.

This new talent cultivation mode core is to break the “make it rigidly uniform, and training March” training mode, and after students enrolling for two and a half years, the school and enterprises will make combined screening for the students, and the main basis is according to the students’ foreign language, professional skills and comprehensive quality aspect, screening the students and adopting different compound cultivation plans for cultivating the students.

The improvement of compound cultivation plans and general cultivation plan refers to surround the topic of cultivating high-end compound talents of enterprises such as schools and enterprises will regularly arrange students to have exchange with international students.

The benefit of the talent cultivation mode is win-win. For common students, the schools start from actual situation, properly adjust the teaching process, checking , which makes students obtain the largest degree of improvement based on the originality. For the screening students, schools will cultivate according to compound cultivation plan, which can make them learn more, and meet their desire for knowledge to the greatest extent, stimulating their inner potential, in order to cultivate the compound talents.

In December 2013, Shandong Transportation College obtains “service outsourcing eduation institution most growth award” by state service outsourcing human resource research college of national education training institution’s best practice evaluation activity with 5 colleges such as Chengdu College, and it is the only award university of Shandong University.
