Abstract. As a ecological project of Baoshan government， Gucun park is the biggest country parks in Shanghai. With the construction of Gucun park， the scale of the park will expand rapidly， a large amount of customers will be attracted to Gucun， and the market demand will rise sharply， leading to a severe challenge to the industrial exploitation surrounding the Gucun park. The purpose of this paper is to analyze on the basis of the current situation of the Gucun park and its surrounding area. We draw lessons from large theme park and country park peripheral industry planning scheme， summed up Shanghai Gucun park's exploitation conditions and existing problems， and put forward my own advices to make the future industry exploitation more smoothly.

1. The foundation of Shanghai Gucun park's
industry exploitation
From monomer theme park developed into core level theme park， the Gucun park's industry exploitation depends on the four basical conditions.
1.1 Based on the market demand
Only needs can awaken industry vitality， only based on market can talk the industrial agglomeration. Population of Shanghai Gucun compared with other nearby sector is the dominant， along with continued exploitation of the Gucun park， it will attract more people gather， so as to have broad tourist source markets.
1.2 Rely on the regional economy of natural， economic， social and humanities resource
Shanghai Gucun park is located in the edge of the area， the geographical position is superior， and has the advantageous natural ecological environment， attracting large quantities of tourists to visit. Good ecological conditions can also determine the Gucun park capacity large passenger flow. Relevant data also shows that surrounding areas of Gucun park held steady GDP， per capital income and consumption have increased significantly year by year， it has relatively obvious economic advantage.
1.3 Rely on the government policy system and the political background
The government acts as a guide and regulators in the industry exploitation of Gucun park. As Baoshan ecological special project， gu village park obtain Baoshan government's great attention， government focus highly on Gucun park's surrounding industry. It is the advantage of the Gucun park in Shanghai， the government in the process of investment promotion， providing necessary policy service for enterprises to create favorable business conditions， so as to support the existence of enterprises and sustainable exploitation[1].
2. The overall effect of Shanghai Gucun park construction on the regional economy and industry
2.1 The effect of Shanghai Gucun park construction on the regional economy
2.1.1 Polarization effect
Polarization effect is the growth pole taking advantage of regional exploitation conditions to absorb a lot of regional resources and the main body of economic activity quickly ， promoting their own economic energy accumulation [2]. The polarization effect of the construction of Shanghai Gucun park is mainly manifested in the following respects.
First， The economy of Shanghai Gucun park itself will be rapid exploitation and business performance will continue to rise.
Second， The construction of Shanghai Gucun park will promote the formation of the economies of scale and agglomeration economy， boosting the agglomeration efficiency and scale efficiency.
Third， The polarization effect of Shanghai Gucun park tends to get local government policy support， so as to improve the stability of the regional economic growth.
2.1.2 Diffusion effect
Diffusion effect refers that with the construction and exploitation of growth pole the area surrounding the poles will be gain resources elements such as people， money and goods， so as to get effective stimulation and exploitation， and constantly fusion growth pole.
As a large-scale integrated comprehensive ecological theme park， Gucun park will have a significant effect on Gucun， and on the Shanghai's regional economy. It can drive the area surrounding with the rapid construction of commercial， entertainment， residential integration [3].
2.2 The overall driving effects of Shanghai Gucun park construction to peripheral industries
2.2.1 Create a new regional industrial belt
Shanghai Gucun park construction will certainly pull the exploitation of a large number of related industries， forming a highly intensive regional industrial chain with the core of Gucun park. Through Gucun park brings a lot of people， promoting regional information flow， capital flow and commodity flow， the formation of the regional industry chain will make Baoshan economy more vitality and competitiveness [4].
2.2.2 Optimization of regional industry proportion
Shanghai Baoshan Gucun plate's industry exploitation is not perfect， industry structure and industry distribution is not reasonable. With Shanghai Gucun park phase I and phase II construction， Gucun and the whole area of Baoshan's industrial structure will get continuous adjustment.
2.2.3 Boost regional industry's core competitiveness， drive the exploitation of regional economy
Shanghai Gucun park as a breakthrough for the exploitation of regional competitiveness will integrate social resource advantages， create a market-oriented mode of industry. According to the local market and function orientation， Baoshan district government can make use of this opportunity for the construction of the Gucun park to develop the supporting industries， play regional advantages and improve regional industry core competitiveness， and accelerate the Gucun park construction into Gucun plate [5]. Regional GDP performance of Baoshan from year 2006 to 2010 is shown in Fig. 1. The proportion of primary industry and second industry and tertiary industry from year 2006 to 2010 is shown in Fig. 2.

3. The overall situation of economic industrial belt of Shanghai Gucun park
3.1 The current situation of Shanghai Gucun park industry exploitation
Gucun park is located in northwest of Baoshan district of Shanghai， the total of about 430 hectares. As Shanghai ecological special project， Gucun park has been rated as national 4A level tourism scenic spot. Besides hardware projects， the Gucun park has the project such as country forest park， park of different region amorous feelings， etc. The first phase of 180 hectares of Shanghai Gucun park has been officially opened on January 1， 2011， the second part is still under construction， here we focus on the present situation of phase I construction industry exploitation.
First of all， park is a comprehensive commercial supporting facilities construction area of 29743 square meters which divided into five regions， respectively are： Comprehensive business support ing service area； Exotic garden supporting service area； business and culture service facility of the children's park business matching services； business matching service in the Forest movement area； Camping barbecue area business matching service [6].
Then from the perspective of the industry structure surrounding the Gucun park， the area mainly includes accommodation， catering， leisure， entertainment and other forms. At present， industry exploitation degree can meet the basic needs of life， but still not in line with the Gucun park's demand of reservation exploitation status. The supporting facilities of surrounding plate is shown in Tab. 1.

3.2 Problems existing in the industrial belt of Shanghai Gucun park
3.2.1 Relevant data shows that the Shanghai Baoshan district industry gives priority to the second industry， the exploitation of tertiary industry relatively lags behind. Industry layout does not reach the designated position giving rise to can not fully meet the needs of passenger flow. Regional per capital income and per capita consumption of Baoshan from year 2006 to 2010 is shown in Fig. 3.

3.2.2 In the early stage， Gucun park's industry has not been fully developed and the connection between the embodiment is not fully developed， the general layout of industrial structure is not complete which failed to form the regional characteristic industry chain[7].
3.2.3 In the initial stage of the regional market economy， regional industry has yet to produce synergistic effect， also failed to translate regional comparative advantages into regional resources. So has no mainstay brands， so did not form the regional brand effects[8].
4. The countermeasures and suggestions for Gucun Park economic belt exploitation
4.1 Enhance core competitiveness， give full play to the brand effect
Regional brand construction can promote regional market competitiveness， accessing to comparative advantage， promoting regional long-term strategic benefits. Gucun park has launch the brand "cherry blossoms" as the media to cherry blossom. But we must admit that activity effect is not significant， the construction of regional brand has a long way to go. In the exploitation of Shanghai， Gucun park should integrate regional resources， create and improve the regional brand[9].
4.2 Improve the innovation ability， utilize the flexible planning theory
Innovation theory points out that he exploitation of industry belt is a social system which made up of multiple elements and subjects[10]. Shanghai Gucun park industry exploitation need to encourage the exploitation model combining innovation ability and implement government policies， realize the flexible agglomeration of industry in space scope， getting ability to quickly adapt to market changes and the high degree of flexibility， speeding up the rate of innovation to promote the sustainable exploitation of regional industry.
4.3 Adopt the government-led exploitation mode
In regard to the exploitation of industry， the theme and product that related to the Gucun park should be produce synergistic effect， difference complementary effect and industrial extension effect[11]. The government-led support is relatively realistic choice， the government can develop Shanghai Gucun park industry cluster network through the specific geographic location layout in order to gain higher efficiency and stronger competitiveness[12].
