Abstract. The education on occupational accomplishment and the ideological and political education are the most important work in the category of college moral education, and the two are mutually independent, and there are differences as well as similarities. With the promotion of the plan of the cultivation of the high quality talents in colleges, the combination of the occupational education and the ideological and political education has become a hot topic of higher education. The author of this paper analyzes the connotation and the characteristics of the college students' education on occupational accomplishment and the ideological and political education respectively as well as the significance and necessity of their integration, and has the targeted exploration of the effective way of the fusion of the two on this basis.

In recent years, with the prevalence of the agitation of training the highest quality talents in colleges and universities, higher education circles pay more and more attention to the meaning of the universalities of the two with the educational objectives and the implementation ways, and strive to integrate them together. The integration of undergraduate education on occupational accomp lishment and their ideological and political education is not only an exploration of the innovation of the method and the mining of the connotation of the modern moral education in higher education, but also an attempt for the achievements of higher education to get close to the modern economic and social demands for talents. With the integration of the two, the potential problems and the specific methods of the integration deserve our in-depth study and discussion.

1. Connotations and characteristics of the college students' ideological and political education and their education on occupational accomplishment

The education on occupational accomplishment and the ideological and political education are the specific forms of the university education practice. From the point of view of the purposes of education, the two are to enhance their personal qualities, so that they can well meet the requirements of the society and the posts on the ideological qualities and the occupational skills on them.

Their implementation also needs the scientific and educational laws and the occupational development regularity as the guidance. And the implementation should conform to the national education policies and should be adjusted to the changes of it, and it has the roles of the evaluation and guidance on other educational activities. At the same time, the ideological and political education of college students has the specific cultural and universal features. Its implementation is based on the campus culture as the backing, widely facing all the college students. However, the characteristics of the occupational education are the individualism, practicalness and differentiation, namely, the occupational accomplishments are often based on the individual, whose formation results from the individual experiences and feelings of the occupational practices, and different industries and positions have different requirements on the staff's qualities.

2. The possibility of the combination of the occupational literacy education of college students and the ideological and political education

Although the education on occupational accomplishment and the ideological and political education are independent, and self-contained, still there are many similarities between the two, and these features can be treated as the starting point to implement the vision.

2-1. The two have the same educational objects and the same educational subjects

In the universities, the education on occupational accomp lishment and the ideological and political education of the students are often implemented by the same team of teachers of the schools. The counselors of the students and the teachers of the ideological and political lessons, are not only responsible for their ideological and political work, but also are in charge of their occupational literacy education, and the educational activities are fair and all the objects are only the students at the school. On the basis of the psychological characteristics and the characteristics of their behaviors and cognition of the college students, with the cultivation of the skills and the ideological qualities as the purposes, the schools will establish a scientific mode of the education for the students.

2-2. The two have the same educational contents and the consistent goals of education

The ideological and political education in colleges and universities has a mature platform and the comparatively perfect operational mechanisms, which can be completely copied by the occupational education. In addition, the ideological and political education and the occupational education are complementary to a certain extent, and the former provides the valuable guidance for the latter, while the latter create new ways and the carriers for the former.

3. The focus of the ideological and political education of college students under the education on occupational accomplishment

3-1. Professionalism education

The cultivation of the students' professionalism is to train the responsibility and the professionalism of them in the jobs. The professional spirit cannot do without the love of the occupation and the interest in the content of the job itself. Therefore, schools should strengthen the students' professional knowledge, and let the students into work with qualified skills. The schools should encourage the students to participate in the social work and the campus activities, and guide them to learn the dedication from the ordinary people around them, to enrich their understandings of the occupation, and to help them establish the occupational accomplishment with the dedication as the core.

3-2. The education of the innovative spirits

The importance of the spirit of innovation is originated in the fierce and changeful and pervasive social competition of the modern people. All walks of life and the societies from all walks of life need the spirits to dare to do what they dare to think, and dare to break. Therefore, this quality has become the quality of the students that the modern higher education focuses on training. The schools should not only encourage the students to build up the consciousness of innovation, to help them understand the current related national innovative mechanisms and innovation achievements, but also should provide a platform for their exploration activities during the period of the schools as far as possible.

3-3. The education of the service consciousness

The "service" concept that the modern society values most has become an important factor to promote the personal development, the industry competition and the social progress. The concept to serve others and to serve the posts should be applied not only to the life of the students and the practice of the work in the future, but also should be formed in the period of their university. So the education of the service spirit should become an integral part of the goal of the college moral education.

4. The effective way of the combination of the occupational quality education and the college students' ideological and political education

4-1. Create the curriculum systems that lay equal stress on the education on occupational accomplishment and the ideological and political education

The process of forging the inner qualities of a person is actually the process to establish the human spiritual and behavioral systems. This system of accomplishments integrates the human cognition, emotions, wills and behaviors and other factors, which is a more extensive and comprehensive concept. There are more diversified ways to help to establish this system, but the most effective one is the formal curriculum model. Implement the ideological and political education and the occupational education of the students in the manner of the curriculums, which is conducive to their full and rational cognition of the teaching contents and the formation of the corresponding systems, thus realizing the goal of the quality education and the moral education.

The ideological and political theory course is a course commonly offered in the domestic colleges and universities, and is the basic channel for the colleges and universities to carry out the moral education, which has formed a mature platform and the perfect model. The results of the teaching methods of the ideological and political theory courses, especially its modes, can be used as the basic strength of the exploration and innovation of the education on occupational accomplishment of the university students, and gradually formed a curriculum mode suitable for the cultivation of the occupational accomplishments of the students. Universities should formally include the education on occupational accomplishment in the teaching programs and give plenty of curriculum time.

The schools can arrange a topic for the occupational literacy courses each semester, such as "innovation", "responsibility", "honesty" and so on. And then, around the theme, design the corresponding teaching contents. The implementation of the curriculum can be divided into three parts: the first stage is the rational cognition, and the second stage is the self action while the third stage is the summary and exchange. In the stage of rational cognition, they can rely on their own educational resources, combined with the theme of the occupational education in this term, relying on their own educational resources, to impart the theoretical knowledge of the profession and culture to the students and make them understand the significance of the occupational accomplishment from the deep hearts. On the stage of the self practice, the students go out of the classrooms, to personally participate in the practice. The campus festival activities, the community activities and the class and dormitory activities can be the platform for the implementation of these activities. In the stage of the summary exchange, the students return to the classrooms, and they will exchange their feelings based on the practice of the occupational accomplishment they participate in, thus mutually enlightening, and also offering advices for the development of the future occupational education in the school.

4-2. Establish the teaching staff for the moral education with the education on occupational accomplishment as an important standard

Both the curriculum systems the universities establish that lays equal importance to the ideological and political education and the education on occupational accomplishment in colleges and universities, and the follow-up construction and the concrete implementation of this curriculum, all cannot do without the good executive body the strong teaching staff for the moral education. That is to say, the moral teachers should be the experts. The moral educators should not only have the ability to be engaged in the work of the ideological and political education, but also should have the theoretical knowledge to guide the students to carry out the self occupational accomplishment. The two are indispensable. The lack of any party will not only interfere with the integration of the ideological and political education and the education on occupational accomplishment, but will also affect the future development of the vast number of students.

Considering the majority of the moral educators in universities have more solid experience in the ideological and political work, the construction of the professional moral teachers in universities and colleges should focus on the construction of the theory knowledge and the ability to work of the teachers' education on occupational accomplishment. In this regard, the schools need to actively carry out the special training for the moral education workers to improve their learning. With the help of the training, seminars, exchange of experts and other ways, improve the work abilities to guide the students in their occupation. Through the training and learning, the teachers of the moral education have to fully understand the setting of the specialty of the schools, the characteristics of each specialty, and the quality requirements on the talents in their corresponding potential positions. Gradually they will be developed into the professional educators who can integrate the education on occupational accomplishment in the ideological and political work of the students, and can provide guidelines for the students in two aspects of the ideological consciousness and the occupation development.

4-3. Create the campus cultural atmosphere, integrating the education on occupational accomplishment and the ideological and political education into one

The education on occupational accomplishment needs a relatively broad space and an atmosphere easy to be felt by the students, which can attract the students to actively participate in it. And the campus is the perfect space to create the atmosphere. The occupational education enriches the connotation of the talents training in colleges and universities, so that the cultivation of the talents of the college students has the orientation to "face the occupation, serve the industry, and contribute to the society". Therefore, the combination of the education on occupational accomplishment of the college students and the ideological and political education should not be confined to the books and the classrooms, but should be more open, more practical and more authentic.

Therefore, with the cultivation of the occupational accomplishments of the students as the characteristic, with the ideological and political education as the basis, in the construction of the campus culture, we should work together with the enterprises and the society. In the construction process, with the industrial culture and the corporate culture as the link, let the wind of the industry into the classrooms, let the corporate culture into the campus, and let them all become good materials for the education on occupational accomplishment and the ideological and political education of college students. In this problem, the cooperation between the schools and the enterprises can have a variety of forms. First, the campus is a concept of space, which is not only a kind of living space, but also a cultural space. Every grass and bush, and every tree and flower can reflect the culture. Universities can set up the special "Enterprise Cultural Conner", to set and display some tablets and device models to introduce the enterprise stories and the information on the industry. Second, the schools may transfer some special classes to introduce the enterprise cultures and the special from the classrooms to the student life, and the campus space, so that these activities don't only have the characteristics of the specific curriculum, but also have the characteristics of the campus cultures. This approach does not affect the normal implementation of the activity itself, and also can radiate to more students who casually participate in it, thus forming the sense of a topic in the students. 4-4. Improve the comprehensive evaluation system for students with the education on occupational accomplishment as an important standard

To make the education on occupational accomplishment in colleges and universities play the effectiveness and to realize the integration with the ideological and political education, it is not enough only to set up the specialized course systems and the professional teaching staff, and we also need a scientific evaluation system to supervise and urge. The existing significance of the evaluation system is to encourage the participants to seriously and cautiously treat the "being evaluated" identity of themselves and actively take part. So the evaluation system should have certain functions and seriousness.

Taking into account the common directivity of the education on occupational accomplishment and the ideological and political education of the university students for their future occupation, the evaluation results of the evaluation system of the education on occupational accomplishment can be linked to the occupational development of the students. That is to say, the universities should also have the comprehensive evaluation of the students with the results of the education on occupational accomplishment as an important standard of the component while implementing the traditional evaluation of the students at the same time. The comprehensive evaluation can be used as the key reference for the schools to recommend the excellent talents to the society and the enterprises or for the society and the enterprises to identify the occupational abilities of the students.

We should note that although the occupational accomplishment cultivation is the outstanding characteristic and the implementation tendency of the educational system with the combination of the education on occupational accomplishment and the ideological and political education, but the construction of the ideology and morality and the concept of values of the students also should not be ignored. The cultivation of the occupational accomplishment should always adhere to the guiding of the ideology and politics. The society and the enterprises necessarily need the excellent talents with strong professional skills and practicing abilities, and also need to take it as the premise that these talents are the noble human with responsibility, faith and dedication and other character. So the cultivation of the occupational talents of the colleges should still "walk on two legs", and the personality and the skills are indispensable.

At present, the higher education community has recognized the importance of the education on occupational accomplishment of the college students, and has also made the corresponding exploration of the way of the practice, but to do it well still has a long way to go. The interactive combination of the education on occupational accomplishment and the ideological and political education of the college students is facing many problems to be solved, so the exploration and research of the effective ways to combine the two cannot be slackened.
