Abstract. Culture is an important indispensable development indicator of educational indicators of a well-off society. Pursuant to Yunnan’s 16th economy National Party Congress, and “the new three-step “ development strategy ,culture and education indicators of well-off society , by 2010, 2020, 2050 can be divided into early, middle and high three culture and education indicators. 1. Cultural Education Indicators --Measure of Well-off Society

Congress report proposes building a moderately prosperous society in six aspects of target system, which specifically to say, is the more affluent economy standards, new standards of democracy and the rule of law, science, education, culture, new standards, more harmonious society standards, improving people's lives standards, standards of social sustainable development. As a cultural and educational standard among the new standard education and culture, it naturally constitutes a comprehensive well-off society in an important system component. Culture and education since it built a moderately prosperous society in the meaning, then, should take on the historical mission of building a moderately prosperous society to provide intellectual contributions, intellectual and personnel supporting and accelerating the comprehensive well-off society in history process. To accelerate this historical process, there must be clear quantitative criteria. Congress report puts culture and education among the well-off society, placing it in strategic priority, emphasizing the revitalization of the nation to be the first cultural and educational revitalization. Cultural and educational level is an important symbol and the basis of building a moderately prosperous society. Well-off society is a historical process, a continuously advancing stage. Therefore, to develop a different culture and education indicators bases on different stages of the development of a well-off society. We believe that a well-off society, culture and education indicators pay attention to two aspects: one is the cultural convergence and modernization of education indicators; another is convergence with international standards. At the same time, we need to clearly understand the historical position in which to see their gap with international standards, neither arrogant nor belittle. Only in this way can we make our well-off society to advance faster modernization goals.

Culture and cultural education indicators should have three characteristics: The first is stage. 3. Current Major Issues and Cultural Education Index System in Minority Areas in Yunnan

3.1 Theoretical Basis of Existing Indicators System Is Weak, Loose Structural Framework

Its theoretical foundation is weak, and the structural framework loosely problem is more prominent.

3.2 Part of Key Cultural Education Indicators Are Missing or Very Weak

Yunnan culture and education after decades of development, its structure and content indicators are continually improve and enrich, but some key indicators of culture and education is either missing or very weak, mainly in the following areas:
