Abstract：Social forces participating in poverty reduction is a compensatory absorbed mechanism of resource allocation of the targeted poverty alleviation. However， the fragmentation has become a practice dilemma for social forces to participate in the targeted poverty alleviation. This fragmentation dilemma is the interacted product of formal institution and informal institution. From the point of formal institution， mainly including social mobilization， policy incentive and management service institutional bottlenecks； from the point of informal institution， mainly including values bottleneck. In order to get out of the practice fragmentation dilemma， social forces participating in poverty alleviation have to break through the institutional bottlenecks， scientifically arrange the institution and realize the mechanism innovation. This requires as soon as possible improving the mechanism of value guidance， social mobilization mechanism， policy incentives mechanism， information display mechanism and supervision and restraint mechanism.
