Abstract. Strengthening the comprehensive utilization of mineral resources and promoting the development of circular economy is the only mode to ease the resource constraints bottleneck facing economic and social development, and realize the harmonious development of man and nature in accordance with the requirements of the scientific outlook on development. We should continue to carry out technological innovation, promote industrial upgrading and the circulation economy with the progress of science and technology, and make new contributions to the building of a well-off society. This is the proper meaning from the perspective of national economy.

Mineral resources as the strategic resources of a country have always been our government's attention. However, in the period of economic transformation and industrialization of China, there is ineffective or even abuse situation in the use of mine resources. Investigating its reasons, there are many aspects. However, the driven nature economic profit becomes the origin of the invalid cost of mineral resources in some areas. Therefore, we need to establish ways of the effective utilization of the mineral resources from the perspective of national economy.

Here we need to answer a question, that is, what is the effective use. This paper thinks that in non-renewable mineral resources, effective utilization is not only reflected in the protection of its economic value, but also in the full utilization of the residual value. Therefore, to realize the goal of circular economy constitutes an important part of the national economy under the perspective of national economy.

In view of the above, the author will discuss the topic.

1. The concept of the "circular economy"

Based on the above arguments, first we need to define the concept of circular economy, and based on this extract point of effective utilization of mineral resources.

1-1. The concept of circular economy in a narrow sense

Zhu Dajian pointed out that the economic cycle is for the linear economy with high consumption and high emission since the industrialization campaign, and is a kind of economic development mode friendly to the earth. Xie Zhenhua thinks that the circular economy is a new techno economic paradigm in the stage that the ecological environment becomes the economic growth restriction elements and the good ecological environment becomes the public wealth. It is also the new economic form based on the human condition and welfare equality with the maximization of the living welfare of all members of society as the goal. Its essence is to adjust the human relations of production. Ma Kai said that the circular economy is the efficient use and recycling of resources as the core.

1-2. The generalized concept of circular economy

Fan Yuejin, Wu Zongjie, Li Jianmin think that the circular economy covers three aspects of economic development, social progress and ecological environment and the pursuit of the ideal combination state between the three systems. Ma Shijun thinks that the essence of sustainable development is the coordinated development between the main man-made life and habitat environment, labor material production environment and social cultural environment. Wu Shaozhong thinks that the circular economy is to control the waste generated in the production of human activities, and establishes the circulating mechanism of repeated use of nature, and involve the human production activities into the natural cycle, to maintain the natural ecological balance. Feng Zhijun thinks that the development of circular economy is a profound revolution of paradigms. This new paradigm and the governance model of the production process have the essential difference: Change from the emphasis on human productivity to natural capital, emphasizing improving the resource productivity and achieve "wealth doubled, resource use less than half", i.e. the so-called "four fold leap". Wu Jisong thinks that the circular economy is the economy in the system of human, natural resources and science and technology, in the whole process of resource input, enterprise production, product consumption and waste, to improve the efficiency of resource uses, and change the traditional economy relying on increasing consumption of resources to the recycling economic development relying on Ecotype resources. Zhang Luqiang, Zhang Lianguo study the circular economy as the society -- the economy -- natural complex system composed of the economic system, social system and natural system. They point out that this system is not purely spontaneously evolved, but is a man-made ecosystem after grasping the self-organization of natural ecological system, economic system and social system.

2. Construction of effective utilization based on

the concept definition

On the basis of the above concept definition, effective utilization of the national economy under the perspective of the national economy can be constructed from the following four aspects.

2-1. Strengthen key technology research to make the mineral resources difficult to use become available resources.

It has been the primary task of comprehensive utilization of mineral resources to solve the problem of development and utilization of the symbiosis and associated mineral resources and the refractory complex mineral to make them available. In the past few decades, the breakthrough of the comprehensive utilization technology made a lot of mineral resources difficult to utilize become available resources. It is the development of these resources that guarantees the demand for mineral resources of the economic development of our country for decades. However, because the comprehensive utilization technology has not yet been resolved, there are many mines difficult to use which is still not developed. For a long time, that the complex and refractory ore mining and smelting technology development seriously lag in geological prospecting work has become one of the bottlenecks to solve the problem of resource security in our country. If not addressed, it will inevitably form a large number of new "dull" resources. Therefore, the technology innovation of comprehensive utilization of the new type of minerals and the mineral resources difficult to use is an essential strategic work to find and determine the availability of mineral resources and provide resources for the country and social development. We should strengthen the complex refractory ore, especially the occurrence and mineral poly-metallic ore valuable elements in the process, to study the oxidation degree recognition technology to carry out the oxidation of sulfide ore, and provide direction for the study on the selection of smelting techniques. We should continue to research on the technology of coal pyrite identification technology and mine, to improve coal quality and reduce coal sulfur contents. We should continue to carry out the enrichment technology of middle low grade phosphate rock to make the mid low grade phosphate rock in China get reasonable use. We should concentrate in-depth study of wet complex multi metal ore extraction technology, pressure leaching technology, potential control of multi elements of hydrometallurgy, potential control flotation separation technology, solid arsenic sulfur fixation technique and the corresponding equipment research. We should expand the application field of biological metallurgy, and provide a new way of efficient utilization of refractory minerals.

2-2. Strengthen the research of the new mineral materials to promote resource values

An important field of comprehensive utilization of mineral resources is to research and develop a new mineral material with special properties, and enhance the value of resources. The minerals are products formed in the complex geological processes, and have some special properties. A full understanding of these properties and the applications of these properties to develop new materials not only can provide new sources of materials for the development of social economy, but also can avoid the ore processing and extract useful components and then the complex process of materials, as well as the environmental impact caused in the process is typical of circular economy.

2-3. Strengthen mining metallurgical equipment development to promote the leapfrog development of mining

Mining equipment in China lags behind the modernization construction of mines and the needs of extensive mining from intensive development. With the exception of a few mines’ equipment reaching or approaching the level of the nineteen eighties, most still remain the levels of the 60's. This equipment is of small scale, low efficiency, high energy consumption and high cost, and the majority is manually controlled. So, we should vigorously carry out the development of mine equipment, to provide the leap development of the mining industry with the new safe and reliable equipment of advanced technology, high degree of automatic control, low energy consumption and large scale, to achieve the organic combination of advanced technology and advanced equipment, and make the best use of resources in the smelting process. In the mineral processing equipment, we should strengthen the study in the field of mineral processing equipment of the composite force, make full use of the synergistic effect of different force fields, expand the sorting difference, and improve the efficiency of separation. We should focus on the research and development of high crushing ratio and selectivity Crushing equipment. In the study of a new crusher of the mine equipment mill we should put reducing energy consumption in the first position. We should deepen the development of superfine grinding equipment, improve the crushing efficiency and processing capacity, and reduce energy consumption and the crushing granularity. We should carry out the research on large-scale flotation machine, magnetic separator, filter, and the auto-generous mill, to reduce energy consumption of ore per unit. Also we should study the superconducting magnetic separation machine and other advanced equipment, to catch up with and surpass the advanced world levels. We should study the active organization of complete sets of equipment, as well as the corresponding online detection and automatic control technology and equipment. We should focus on the development of large hydrometallurgy of key equipment in metallurgical equipment, focus on developing large slurry electrolysis groove, large high pressure reactor, large-scale efficient extraction electro-winning equipment, as well as the anticorrosive material, high material and high pressure slurry conveying system research and application.

2-4. Strengthen the technology research on the comprehensive utilization of waste and realize the coordinated development of resources and environment.

In the technical innovation of coordinated development of resources and environment, we should carry out the "green mining" techniques, such as gold non-cyanide leaching technology, oxidation roasting arsenic fixing sulfur fixing technology, and mineral processing wastewater recycling technology. We should actively carry out harmless research on processing agents, to minimize the effect of wastewater from traditional Chinese medicine agents in the environment. To realize the harmonious development of resources and environment, we need to strengthen the study on treatment technology of the "three wastes", especially the technology of comprehensive utilization of mine solid wastes. We should focus on the development of research on the utilization of the mine waste rock and tailings, develop recycling technology of valuable elements or useful minerals in old tailings, fully extract valuable elements, and use waste rock and tailings as far as possible, to make it reduced and harmless. We should study on waste rock and tailings production of ceramics, glass ceramics, soil improvement agent, mineral fertilizer, road construction materials, mining goaf filling materials, and the related dehydration and grading technology research in the tailings. We should carry out the technology research and utilization of governance in abandoned mines. We should strengthen the study on treatment technology of dust, especially SO2 acid with low concentration and sulfur product technology, and study force field composite dust removing technology and equipment. We need to strengthen the research on wastewater treatment and water recycling technology, and mainly analyzes the control technology and equipment of wastewater. We should carry out the research and application of new flocculent abatement technology, water electrolysis floatation technology and equipment production, to make the production water recycled as far as possible, to reduce emissions to the environment.

3. About the future prospects for the effective use

With the ecological civilization construction proposed in the 18th CPC National Congress, it also enriches the content of the national economy perspective. Therefore, the effective use of the future work is prospected.

3-1. Carry out the restoration of mine environmental and geological disaster control to realize the harmonious development of man and nature.

Studies should be carried out on the enrichment and transfer mechanism and law of harmful elements in soil and plant, which provides the basis for the study of environmental remediation technology. We need to carry out the study on reasonable release technology, beneficial element sealing technology of the harmful waste in the waste ion. We should carry out the screening and breeding of the plants which is able to absorb a large number of heavy metal properties; we should also carry out the research and engineering test of the physical and chemical composite remediation of contaminated land technology, reclamation technology in the tailings, and the acidic waste reclamation technology, At the same time we need to carry out the research and application of the active multi method of composite repair technology in many professions, to make a mine environment in our country gradually restored and governed. Also we should study the treatment of the regeneration of contaminated land, such as the land recycling technology research which is acidified by the sulfur-containing wastewater and the research on the land recycling technology containing harmful elements such as the arsenic, mercury, cadmium, lead and others. We should carry out the application research of the environmental mineral materials in the surface water, groundwater and soil pollution treatment. By using self purification function of some natural mineral wells, develop mineral materials to purify water, and conduct research on the purge function and the purification mechanism, develop mineral materials for adsorption and de-sorption, poisonous and harmful elements in soil and the effect mechanism of fixed rules, and do research on environmental mineral materials on the contaminated soil treatment method. We should study the mineral materials as soil amendments and regulators, to improve the land of high organic content, acid soil and other natural inferior soil.

3-2. Constantly improve the relevant policies and regulations to promote the popularization of the resources in the field of circular economy.

Legislation is the national main means to promote circulation. At present it is necessary to perfect the laws and regulation system relating to the safety of mineral resources, further complete and perfect all kinds of laws of individual resources and environmental protection, amendment and supplement of "mineral resources law" and other relevant laws, and strengthen the protection of mineral resources. The construction of circular economy is also relevant to the construction and improvement of many policies, such as the state preferential policies for comprehensive utilization of resources, and the policy system supporting the finance, taxation, economy, investment, technology the for mining development.

4. Conclusion.

This article believes that the effective use from the perspective of national economy lies in the continuous carrying out the technological innovation, promoting industrial upgrading and the circulation of the economy with the progress of science and technology, and making new contributions to the building of a well-off society.
